An analysis of the main information systems used by Estonian local governments to provide services to residents.

On behalf of Proud Engineers OÜ, the Association of Estonian Cities and Municipalities (AECM) conducted an analysis of the main information systems used by local governments to deliver services to residents. The objective of the study was to assess the compliance of the 20 most frequently used information systems in Estonian local governments with national requirements. The analysis was carried out between November 2021 and July 2022.

The project was funded with support from the EU Structural Funds, with 32 local governments also contributing as co-financiers.

The analysis revealed that identifying the root causes of the current situation and determining ways to improve it are more important than compliance alone. Therefore, while the study provides an overview of compliance with existing requirements, it goes further by examining the underlying factors that have led to a situation in which the provision of public services by local governments is largely controlled by service providers rather than by the local governments themselves.

The results of the analysis enable a general assessment of information system management practices in local governments and provide an overview of their capacity to comply with applicable legislation, regulations, standards, and other requirements.

VeeRa was highlighted in the analysis as one of the few positive examples. For instance, the report states on page 37:

“VeeRa has not evolved from a purely technical solution, but from an understanding of a specific service. As a result, service management capability and control over the service have increased organically rather than being acquired retrospectively.”
