An analysis of the main information systems used by local governments for providing services to residents.

The Association of Estonian Cities and Municipalities (AECM) on behalf of Proud Engineers OÜ conducted an analysis of the main information systems used by local governments for providing services to residents, which aimed to study the compliance of the 20 most frequently used information systems by Estonian local governments with national requirements and was conducted between November 2021 and July 2022. The analysis was funded with support from the EU Structural Funds, with 32 local governments also co-financing the project.

The analysis revealed that determining the root causes of the current situation and ways to improve it takes precedence over the question of compliance. Therefore, the analysis focuses on an overview of complying with existing requirements, but goes a step further by looking into and addressing aspects that have created a situation where the provision of local governments’ public services is largely controlled by the service provider, not the governments themselves.

The outcome of the analysis enables to provide a general assessment of the practice of managing information systems in local governments and obtain an overview of their capability of meeting the requirements of relevant laws and regulations, standards and other requirements.

VeeRa was highlighted in the analysis as one of the few positive examples. For instance, on page 37 it is stated that “VeeRa has not grown out of a technical solution, but an understanding of a specific service (i.e. the service management capability and control over the service has increased naturally and has not been gained over time).”
